In places where large numbers of people congregate – for work, to learn, to shop, or to enjoy their time off – every facility owner has a duty to take reasonable efforts to protect those who are on their premises, while they are on their premises. Yes, we have screening at entrances, security cameras everywhere, guards watching everywhere. but, as we all know, bad things somehow happen anyway, despite all of the security measures taken. So, obviously, security personnel go after the person or persons who pose the treat(s). How do you deal with the hundreds or thousands of people who are panicking?
THE ANSWER: Use an emergency warning system to give “live” voice instructions to people on the premises. These instructions can be given by zone, for example, instructing people in one area to evacuate using the north exits, telling others to use the south exits, and still others to remain in place.
OSHA regulation CFR 1910.195 requires many employers are to have an EMERGENCY WARNING SYSTEM.
